Signing happens in a separate vault with no network access: its time is included in the 0.32 ms.
A Solana block officially lasts 300 ms (about 270 ms measured): « 1 block behind » means under half a second.
The time from sending to inclusion depends on the network and the tip you set: at equal tips, no user is served before another.
